In favor of, According to Dram Shop Acts, under which a tavern owner or bartender may be held liable for injuries caused by a person who became intoxicated while drinking at the bar or who was already intoxicated when served by the bartender. Social hosts have the ability to take care of their guests and they should not allow the children to drink alcoholic. Also, other guests should not allow the Parks to drive after drinking.  
Against, The social hosts also neither wishes to bring about the consequences of the act nor believes that they will occur, so they think should not be tort. 
(b) According to Dram Shop Acts, under which a tavern owner or bartender may be held liable for injuries caused by a person who became intoxicated while drinking at the bar or who was already intoxicated when served by the bartender. Some state's statutes also impose liability on social hosts for injuries caused by guests who became intoxicated at the host's homes. So other social hosts who serve alcoholic beverages to underage individuals should be imposed sanctions in the circumstances described in this problem. 
Because parent have the special relationships with the underage children. Parent have been held to have a duty to rescue the children or teach them that what is dangerous. Parent have the custody of their children, so Justice is not  equal for parents and other social hosts who serve alcoholic beverages to underage individuals.
