Although, public health and community health entities deal with many of the same issues, the terms cannot be used interchangeably. Research must be performed on the various levels of public and community health in order to understand these differences. This paper will discuss the research that was conducted on county, state and national public resources and discuss the differences that were noted.
Public Health Resources

One such program is the Baker Places Residential Treatment Program. Baker Place is broken up in to many different programs. The Acceptance Place is a 10 –bed, 90-day, residential treatment program specifically designed for gay males with substance abuse issues. Income requirements must also be met to be accepted into this program also. Clients participate in treatment groups and meet with councilors while simultaneously connecting with outside support systems to be able to maintain sobriety and support after completing treatment (E. Condor, personal communication, February 12, 2015).
State Public Health Resources
The California Department of Public Health (CDPH) provides services and programs at the state level. It consists of the CDPH and 61 local health departments. Public Health Officers coordinate communication between the CDPH and local health departments to facilitate the CDPH’s mission of optimizing the health and well-being of the people in California. CDPH aims to fulfill their mission through their creation of a three faceted, united framework. This framework includes the Core Public Health Functions, Ten Essential Public Health Services, the Healthy People 2020 Advisory Committee Criteria and the Determinants of Health (Association of State and Territorial Health Officials, 2015).
The CDPH lists all of their programs and services on their website. Services include learning how participate in California’s rule making process, links to Boards & Advisory Committees and links to health screening, testing, care and treatment of illnesses and diseases. Programs provided comprise of the Office of Health Equity, Center for Family Health and the Center for Family Planning (Association of State and Territorial Health Officials, 2015).
National Public Health Resources
The national public health system is greatly concerned with the health and well-being of the citizens of the United States. An organization that provides healthcare on the federal level is the Department of Health and Human Services (HHS). Goals of HHS include strengthening the role of community organizations in economic recovery and poverty reduction, provide health support to mothers and their children, decrease the rate of unplanned pregnancies, foster responsible fatherhood and promote worldwide, interfaith based communication with leaders and scholars (Stanhope & Lancaster, 2012).
