Introduction
The industrial catastrophe that occurred on the midnight of December 2, 1984 at Union Carbide India Limited pesticide plant in Bhopal, India was the worst industrial accident in the world. The official count was around 3000 deaths, but unofficial estimates are around 8000 – 10000 deaths (Bogart, 1989). Since then, a report in NY Times indicates the death toll has reached a high of 14,410 due to the chronic diseases caused by the gas leakage (NYT, 08/02/2002)

This disaster itself and the way in which the aftermath of it are being handled – it is a classic case of misapplication of the CSR (Corporate Social Responsibility). What led to this corporate failure?
2. How the owner of the plant has sought to shirk responsibility and is being pilloried by the media and the people at large for the way in which it’s brazen attempts to override social obligations is costing the company.
3. Identify the relationship between the decision taking processes within the organization and the firm's actual choices – identify the gaps, risks and probable mitigation plans to minimize the risks of this kind of disaster being happen in future.
One of the key aspects of this research is to understand that besides the technical and operational faults, what the probable causes are within the corporate organizational behavior that led to several faults in other areas of the organization. Without any sort management faults, a common effect of lacking of proper organization behavior in place, it is extremely difficult to minimize the risks of this kind of catastrophic incident.
Before analyzing the legal, and environmental aspects of the tragedy, it is important to note the problems in establishing a factory in an industrializing country. Without understanding the local culture of the common people and of the country, no organization can properly establish the corporate social responsibilities. This was one of the key failures of the plant management before establishing the plant in an industrialization country.

Conclusion
This proposal is an attempt to examine some of these changes by looking at the behavior of a large chemical company not directly involved in Bhopal following Bhopal tragedy. Key interests is in determining what type of actions the Union Carbide Plant at Bhopal had taken in response to this type of low-probability-high-consequence event. In particular, we are interested in analyzing firm's behavior using a conceptual framework grounded in organizational theory and behavioral theory.
